29 CFR 1910.1025(c)(1): Employee(s) were exposed to lead at concentrations greater than fifty micrograms per cubic meter of air averaged over an eight-hour period: Employees were exposed to lead at concentrations greater than the OSHA permissible exposure limit (PEL) of fifty micrograms per cubic meter (50 ug/m3) of air averaged over an eight-hour period; (1) On or about June 4, 2013, an employee cutting non-ferrous scrap metal was exposed to an 8-hour time weighted average (TWA) level of 86.23 ug/m3 of lead, which is 1.72 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (1) On or about May 16, 2013, a Battery Break employee operating the skid steer was exposed to an 8-hour time weighted average (TWA) level of 1052.8 ug/m3 of lead, which is 24.6 times the Calculated OSHA permissible exposure level (PEL) of 42.7 ug/m3. (2) On or about May 16, 2013, a Battery Break employee at the lower saw location was exposed to an 8-hour time weighted average (TWA) level of 1062.0 ug/m3 of lead, which is 21.2 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (3) On or about May 16, 2013, a Yard employee breaking slag and operating the pug mill was exposed to an 8-hour time weighted average (TWA) level of 484.4 ug/m3 of lead, which is 9.6 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (4) On or about May 16, 2013, the Casting Lead who moves throughout the casting department where skimming, banding and stacking of lead ingots occurs, was exposed to an 8-hour time weighted average (TWA) level of 288.2 ug/m3 of lead, which is 5.7 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (5) On or about May 16, 2013, the charge floor employee was exposed to an 8-hour time weighted average (TWA) level of 1709.9 ug/m3 of lead, which is 36.5 times the calculated OSHA permissible exposure level (PEL) of 46.89 ug/m3. (6) On or about May 16, 2013, the Blast Furnace operator was exposed to an 8-hour time weighted average (TWA) level of 505.4 ug/m3 of lead, which is 10.1 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (7) On or about May 16, 2013, an employee was skimming kettles and was exposed to an 8-hour time weighted average (TWA) level of 417.7 ug/m3 of lead, which is 8.35 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (8) On or about June 27, 2013, a casting employee was skimming kettles, stacking and banding lead ingots and was exposed to an 8-hour time weighted average (TWA) level of 111.0 ug/m3 of lead, which is 2.22 times the OSHA permissible exposure level (PEL) of 50 ug/m3. (9) On or about June 27, 2013, an employee was operating the furnace and was exposed to an 8-hour time weighted average (TWA) level of 131.4 ug/m3 of lead, which is 2.74 times the calculated OSHA permissible exposure level (PEL) of 48 ug/m3. (10) On or about June 27, 2013, a Yard employee was operating the sweeper and spraying down the driveways and was exposed to an 8-hour time weighted average (TWA) level of 57.3 ug/m3 of lead, which is 1.2 times the calculated OSHA permissible exposure level (PEL) of 47.3 ug/m3. (11) On or about June 27, 2013, a maintenance employee who was also a union steward performed a walk through the facility and was exposed to an 8-hour time weighted average (TWA) level of 63.0 ug/m3 of lead, which is 1.4 times the calculated OSHA permissible exposure level (PEL) of 43.6 ug/m3. (12) On or about June 27, 2013, a Battery Break employee was working at the upper saw and was exposed to an 8-hour time weighted average (TWA) level of 878.4 ug/m3 of lead, which is 19.96 times the calculated OSHA permissible exposure level (PEL) of 44 ug/m3. (13) On or about June 27, 2013, the Battery Break Lead was exposed to an 8-hour time weighted average (TWA) level of 321.6 ug/m3 of lead, which is 7.31 times the calculated OSHA permissible exposure level (PEL) of 44 ug/m3. EXIDE TECHNOLOGIES WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1910.1025(c)(1) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 314181025, CITATION NUMBER 2, ITEM NUMBER 1A, ISSUED ON AUGUST 3, 2011, WITH RESPECT TO A WORKPLACE LOCATED AT 7471 SOUTH 5TH STREET, FRISCO, TEXAS 75034.
