29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level. (a) On June 26, 2018, in the entrance to the North Annex Pre-Load Area, unloaders were exposed to a fire, entrapment and emergency evacuation hazards due to the employer not ensuring that the metals steps leading in and out of the North Annex were unobstructed from irregular packages and other sized packages stacked in front of the steps. (b) On July 3, 2018, in the North Annex Pre-Load Area, unloaders were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. (c) On July 20, 2018, in the North Annex Pre-Load Area, unloaders and drivers were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. (d) On August 14, 2018, In the North Annex Pre-Load Area, unloaders and drivers were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. (e) On August 28, 2018, in the North Annex Pre-Load Area, unloaders were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. (f) On August 30, 2018, in the North Annex Pre-Load Area, unloaders were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. (g) On August 31, 2018, in the North Annex Pre-Load Area, unloaders were exposed to a fire, entrapment, and emergency evacuation hazards in that the employer did not ensure that the aisle ways leading to the emergency exits were unobstructed due to the accumulation of irregular and other sized packages in the aisle way. United Parcel Service, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard [1910.37(a)(3)], which was contained in OSHA inspection number 1011552, citation number 1, item number1, and was affirmed as a final order on July 8, 2016, with respect to a workplace located at 3 Prosperity Drive, Savannah, GA 31408. United Parcel Service, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard [1910.37(a)(3)], which was contained in OSHA inspection number 896766, citation 2, item number 1 and was affirmed as a final order on February 27, 2014, with respect to a workplace located at 493 County Avenue, Secaucus, NJ 07094.
