29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii) a) Jobsite - The 2nd and 3rd working levels of the tubular welded scaffold were not fully planked between the front and rear uprights. The working levels contained 2 or 3 planks where employees were performing stucco operations. Observed on or about 09/11/2012 JC CONSTRUCTION WAS PREVIOUSLY CITED FOR THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD WHICH WAS CONTAINED IN OSHA INSPECTION #314232612, CITATION 1 ITEM 3 AND WAS AFFIRMED AS A FINAL ORDER ON MARCH 11, 2011 WITH RESPECT TO THE WORKSITE LOCATED AT 1017 N. 3RD STREET, PHILADELPHIA, PA.
