Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees housed in trailer #33 were exposed to the hazards of fire, smoke inhalation, electric shock and electrocution: a)Hall - The one-bulb light fixture did not have a permanent and continuous path to ground. b)Southwest Bedroom - The two-bulb light fixture did not have a permanent and continuous path to ground. c)Northeast Bedroom - The two-bulb light fixture did not have a permanent and continuous path to ground. d)Kitchen - The two-bulb light fixture did not have a permanent and continuous path to ground. e)West Entrance - The outdoor light fixture was cracked and the metal frame did not have a permanent and continuous path to ground. f)Hall - The circuit-breaker panel, supplying power to the trailer, was not provided with a blank or knockout exposing live electrical parts to accidental contact. g)Northwest Bedroom - The electrical outlet, which was mounted on the northwest wall, contained an open ground. h)Kitchen - The electrical outlet, which was mounted above the counter-top, contained an open ground. i)Dining Area - The electrical outlet, which was mounted on the south wall, was not provided with a cover or faceplate exposing live electrical parts to accidental contact. Among other methods, one feasible means of abatement would be to provide electrical installations which are in compliance with the National Electrical Code.
