Participation Criteria and Application Process
Challenge Administrators
Criteria for Challenge Administrators:
- Must be a corporation, nonprofit association, and/or federal agency. Private or for-profit safety and health consultant organizations are not eligible to participate.
- Must be an experienced, non-OSHA organization that meets all eligibility requirements including:
- Demonstrated knowledge and experience in safety and health management programs;
- Availability of resources including time, personnel, and expertise; and
- Commitment to workplace safety and health.
Criteria for Challenge Administrators:
- Must be a corporation, nonprofit association, and/or federal agency recruited by a Challenge Administrator. Private safety and health consultants or for-profit organizations are not eligible to participate.
- Must assist their Challenge Administrator in managing the Challenge participants through the OSHA Challenge stages.
- Must have the appropriate knowledge and experience with safety and health management programs.
Roles and Responsibilities of Challenge Administrators:
- Must serve as the primary contact for their Challenge participants.
- Must guide prospective Challenge participants through the OSHA Challenge application process including reviewing the application for completeness and submitting it to OSHA.
- Must determine what stage their Challenge participants will start in by conducting a gap analysis by using the OSHA Challenge Participant Tracking Status (OCPTS) form.
- Must mentor their Challenge participants through the OSHA Challenge stages by providing technical assistance and other support.
- Must perform verifications through site visits, document reviews, and/or telephone conferencing to determine whether their Challenge participants have met the OSHA Challenge stage requirements.
- Must track, document, and maintain their Challenge participants' progress in developing and/or improving their safety and health management programs.
- Must meet OSHA's regular reporting requirements including:
- Completing and submitting the Challenge Administrator Annual Summary Report (XLS*) by February 15 of each year;
- Completing and submitting the OCPTS form and verification report after a Challenge participant's successful stage completion; and
- Collecting injury and illness rate information for each active Challenge Participant and same-year Challenge graduates.
Application Process for Prospective Challenge Administrators:
- All prospective Challenge Administrators must complete and submit the Challenge Administrator Application to OSHA for review and approval.
- OSHA reviews the Challenge Administrator Application within ten (10) business days of receipt. If approved, OSHA notifies the prospective Challenge Administrator of this via letter.
- OSHA assigns the new Challenge Administrator to an OSHA National Office Challenge Liaison who is their primary contact for submitting Challenge participant information, answering questions, and addressing issues or concerns.
Application Process for Prospective Challenge Coordinators:
- All prospective Challenge Coordinators must complete the Challenge Coordinator Application (included at the end of the Challenge Administrator Application) and submit to their Challenge Administrator for review.
- The Challenge Administrator reviews the prospective Challenge Coordinator's application. If approved, the Challenge Administrator notifies the prospective Challenge Coordinator of this.
Challenge Participants
Criteria for Challenge Participants:
- Must be an employer (private or public sector) under OSHA jurisdiction that meets all eligibility requirements.
- Must be an employer committed to workplace safety and health and developing an effective safety and health management program.
- Must take responsibility, once accepted into OSHA Challenge, for taking the necessary actions to meet each stage's requirements, including regularly submitting progress reports to their Challenge Administrator.
Application Process for Prospective Challenge Participants:
- All prospective Challenge participants must contact a current Challenge Administrator and confirm their availability and willingness to serve as their Challenge Administrator.
- All prospective Challenge participants must complete and submit the Challenge Participant Application to their Challenge Administrator for review.
- After reviewing the application, the Challenge Administrator submits it to OSHA for approval. If approved, OSHA notifies the prospective Challenge participant of this via letter.
